Besides, the existing purchase system was also adding to big financial losses to the financially broken UPHCL. According to sources, goods purchased under the earlier scheme were not registering expected sale basically because of unfair purchasing process adopted by the people concerned and also absence of proper accountability system.
Under the existing scheme there are 10 RMMs (Regional Marketing Managers) who are supposed to look after 10 regions in the State.
However, through common understanding, these RMMs divided themselves into two groups of five members each and simultaneously clubbed the 10 regions in two groups as well.
Through these tactics these officials not only got away with accountability but it also became difficult to point any misappropriation of funds on any one of them.
However, the new purchase process is likely to be introduced from tomorrow will take care of all the shortcomings.
It will also ascertain the accountability of officials taking part in the purchase said sources.
Now the RMMs of the concerned region would chair the purchase committee, the depot manager of the concerned showrooms would be a member along with a quality expert, finance manager and an accountant from head quarter to ensure transparency, accountability and quality work.
Tiwari also said that strict action would be taken against the committee members in case of poor performance and irregularities.
