"The woman had come to convey her grievance to me and insisted that I should take her to Chief Minister Naveen Patnaik. When I refused, she tried to consume something," Nayak said.

Nayak said "the woman was not ready to understand that the Chief Minister meets only those who have prior appointments".

The woman, identified as Urmila Rout (33), had some family problem.

Rout, who was subsequently arrested, told reporters that her husband had abandoned her as her family could not pay Rs 20,000 as dowry.

"Prior to taking the extreme step, I had conveyed my sorrow at the Chief Minister's grievance cell, to the Women and Child Development Minister Pramilla Muallick and state commission for women," she said.

Rout was among 15 people who were given secretariat passes to meet the minister, police said adding the other people and minister's staff present there prevented her from consuming the poison.
