The application for bail had been moved by Ramanand Tiwari, former principle secretary, former municipal commissioner Jairaj Pathak, former corporator KL Gidwani, former Mumbai collector Pradeep Vyas and Major General (retd) TK Kaul.

Brigadier (retd) MM Wanchoo and RC Thakur, a retired defence estates officer, also sought bail for the second time on citing change in circumstances after the interim report was made public.

Counsels for the accused relied heavily on the report stating that the commission had given a clean chit to the state government, there wasn't much left in the case.

They argued that keeping the accused in jail was not necessary, particularly since the investigation was complete and the commission had interrogated the suspects.

The investigating agency has objected to the bail plea arguing that the commission’s report is not binding on the investigation it is conducting.
