ANC officials said that blacklisting the offenders would further help in curbing the rampant peddling. Sunil Deshmukh, deputy commissioner of police (ANC) said, “With rising number of deported offenders returning to Mumbai, we have decided to blacklist these persons. We are in touch with the Special Branch II to formulate a strategy and implement it soon.”

Most of the offenders are found to be from poor families in some African country. Even after a series of crackdown on cocaine peddling in the city, the ANC have not been able to dig out their point of origin. “They are ready to bear the consequences and face the jail term, but they never reveal about the smugglers for whom they work,” an ANC officer said. Sometimes, these persons even marry Indian women in order to settle here permanently, the official added.
