It was not the best of starts for Bhullar as he stumbled to a bogey on the first hole but back-to-back birdies in the next two had him one-under.
However, a dropped shot on the fifth left Bhullar even-par at the turn.
On his way back, the Indian picked up birdies on the 11th and 18th in a steady performance to round off a reasonably good day.
Dane Thomas Bjorn grabbed a three-stroke lead after a second successive 65 left his overall total at 19-under 197.
Australian Richard Green was second after returning a 64 in the third round.
