Big hospitals want a revision in our package rates, says KM Biswas, CGHS additional director, Pune

Smart cards have been made compulsory for all beneficiaries of CGHS. Once the beneficiaries get the smart card it would be valid across India. The history of the patient could be accessed from any hospital under CGHS from anywhere in the country.

Pune Central Government Health Scheme (CGHS) has been catering to over 1.37 lakh beneficiaries in the city. Additional director, CGHS Pune, KM Biswas talks to Jui Dharwadkar about the facilities provided by CGHS in Pune and the challenges faced by it.

What is the total number of CGHS beneficiaries in Pune and how many dispensaries does the city have?

Pune has a total of 1,37,144 CGHS beneficiaries out of which 60 per cent are pensioners. The city has a total of nine wellness centres or dispensaries mainly at Akurdi, Yerawada, Khadki, Kasba peth, Range Hills, Mukund nagar, Shukrawar peth and General Thimmayya Street Camp.

Smart cards have been made compulsory for CGHS beneficiaries. What are its benefits and what is the deadline given to beneficiaries to convert to smart cards?

Smart cards have been made compulsory for all beneficiaries of CGHS. Once the beneficiaries get the smart card it would be valid across India. The history of the patient could be accessed from any hospital under CGHS from anywhere in the country. Hence it would be very beneficial for beneficiaries to avail the smart card facility soon. Considering that out of 1,37,144 beneficiaries in Pune, 60 per cent are pensioners, we have not kept a strict deadline but want the beneficiaries to apply for the smart card latest by January 31, 2018.

How many beneficiaries from Pune have applied for the smart card and what is the process for it?

A total of 82,976 beneficiaries out of 1,37,144 have applied for smart cards in Pune. Applicants have to fill the required form and submit the documents at the main CGHS centre at Mukund Nagar. The beneficiaries have to visit the main CGHS centre at Mukund Nagar as the document verification is done at this centre and not at any other dispensary.

Presently which are the bigger hospitals under CGHS in Pune?

There are a total of 46 hospitals under the CGHS hospital empanelment list. Lokmanya hospital, Noble hospital, Deendayal hospital and Sanjeevan hospital are the big names under the list.

What is the reason for major hospitals like Ruby Hall Clinic, Jehangir and Sahyadri Hospital to opt out of CGHS?

The main demand of these hospitals was that they wanted a revision in the package rates. The decision is taken by the health ministry. Most of these hospitals were part of CGHS till November 2016 after which they have opted out. The revision of the package rates might happen soon and some hospitals could then again get on the CGHS hospital empanelment list.

Does CGHS get any complaints from patients against hospitals?

Yes, CGHS gets complaints mainly for lack of facilities for particular therapies, overcharging among other things. But the complaints received are very few. In the past three years we at Pune have received on an average 18 complaints per year.
