In 2009, Dilbag had filed an application under Section 156(3) of CrPC, asking for directions to SHO Nurmahal to register an FIR and investigate offences against Tirath ram, the then executive officer Jagtaran Singh and proprietor of Jan Shri Art Zone for insulting the flag on August 15, 2008.

The invitation for the function was wrongly shown red instead of saffron. The court declined to issue directions to Nurmahal SHO for registering an FIR and decided to take cognisance of the offence under Section 190 (a) of the CrPC.
