"It is the moral obligation of the Centre to deal it (drug menace) as a national problem," he told reporters here.

The Centre should setup a second defence line on the International Border to completely check the menace of drug trafficking, he said.

On Saturday, in Dehradun, while reacting to Rahul Gandhi's remarks that 70% of the youths in Punjab were drug addicts, Badal had said "drug addiction was a national problem caused by widespread unemployment which could be combated only by the Centre's intervention." "Most of the powers in this regard are confined in the Centre's hands and if the federal system is strengthened and more powers are vested in the states, the problem of drug addiction could be overcome," he said.

The chief minister said during previous term they had initiated numerous programmes for improving the fields like education, health care, infrastructure, industry besides provision of better civic amenities to facilitate people of Punjab and they have succeeded.

Committing to accelerate the pace of development during present tenure, Badal said Punjab would be made surplus power state very soon with the completion three thermal power stations at Rajpura, Talwandi Sabo and Goindwal Sahib.
