Cold wave conditions returns to Delhi with the mercury dipping four degrees below normal on January 23. And it's not just Delhi, the whole of northern India is shivering under intense cold wave conditions as freezing temperatures grip the region. In most parts of Uttar Pradesh, Punjab and Haryana, the mercury is hovering close to the freezing point.
