Juvenile accused must be sent to Tihar: Kiran Bedi

Even as the Juvenile Justice Board sentenced the lone minor accused in the Delhi gang-rape to a three-year stay in a special home, former IPS officer Kiran Bedi on Saturday said that the accused must be sent to Tihar jail and have access to various reform programmes.
