VK Malhotra takes on Delhi govt

Following Delhi Chief Minister Sheila Dikshit's announcement that the late payment surcharge in the arrears for domestic consumers would be waived off, VK Malhotra leader of opposition in Delhi Assembly said such measures are only tricks to woo the public.
