Women and children were among those killed in the Deolai area of the Swat valley, Khyber TV reported.
Clashes between Taliban and security forces started on Tuesday after insurgents killed three officials and kidnapped around 30 security personnel from a check post.
Pakistan's military Wednesday said that it killed 25 Taliban militants following a major operation in the valley. Five soldiers were killed in the operation.
