The incident occurred on Tuesday when the unregistered vehicle, driven by a minor, ran off the road and fell more than 150 meters, officials said.
Fire fighters said that some passengers died inside the bus while others perished after being ejected from the vehicle by the force of the impact.
Soldiers, Red Cross volunteers and passers-by managed to rescue some injured from the wreckage.
Rescue and recovery operations were being hampered by bad weather, a spokesman for the armed forces said.
