Officials in southern Russia say an explosion in the city of Stavropol has killed at least 3 people and wounded 10.

Regional Emergencies Ministry spokesman Andrei Karnitsky says a bag with explosives was placed under a tree in the centre of the city.

Earlier, Karnitsky's subordinate said a car had exploded.

The Stavropol province borders Chechnya in the North Caucasus region but rarely suffers the separatist-related violence of its southern neighbour.
