The summary of TIP's national corruption perception survey, 2011, was released in Karachi.
The survey showed that land administration and police were two of the most corrupt and education and military were least corrupt departments, reported Dawn.
The military was included in the survey for the first time.
TIP's chairperson Sohail Mirza and adviser Syed Adil Gilani said the most alarming was the jump in corruption ranks of income tax and customs. The judiciary and courts became the fourth most corrupt from the sixth position recorded last year.
Muzaffar claimed that corruption had reached an unprecedented level in Pakistan.
The media report said that the rank of the police went down a notch to number two from the numero uno position. The land administration topped the list of most corrupt institutions or systems.
