French President Nicolas Sarkozy is encouraging developing countries to build nuclear plants despite concerns about proliferation. Sarkozy urged the international community to stand firm against those countries who “cheat” on international promises of transparency about nuclear activities.

Opening a nuclear conference in Paris on Monday, he was apparently referring to Iran, amid international concern that its nuclear program is aimed at military and not only energy-producing ends.

Sarkozy says “nuclear energy must be implanted in new countries” and France wants to play a key role in expanding it around the world.
