NEW DELHI: The Central Bureau of Investigation (CBI) cannot function independently till an honest person is at the top, Delhi chief minister Arvind Kejriwal said on Tuesday, hitting out at the Centre for ‘misusing’ the premier investigating agency.

A t a seminar, ‘CBI-X-Rayed’, organised by the Delhi Administration Officers’ Academic Forum, Kejriwal said while the former Manmohan Singh government ‘misused’ the CBI for maintaining its majority in the Parliament, the incumbent Narendra Modi government is using it to ‘threaten’ political opponents.

“We can continue to hold seminars on how to make the CBI independent, but it won’t happen till the time an honest person is at the top. I don’t see that happening now,” Kejriwal said, with some former CBI officers, bureaucrats and eminent lawyer Ram Jethmalani in attendance.

The statement comes about six months after the CBI raided the office of Kejriwal’s principal secretary, Rajendra Kumar, at the Delhi secretariat.

“The CBI reports directly to the Prime Minister and he found me to be the most corrupt. I am sure the CBI must not have been able to recover even the expenditure incurred in conducting the raid,” Kejriwal said, recalling the incident.

In the past, the chief minister has targeted the Narendra Modi government on the issue. Kejriwal reiterated his allegation that the CBI harassed about 150 Delhi government officers following the raid.

Former CBI director, PC Sharma, and special director, ML Sharma, however defended the agency, stating the premier investigating agency should not be made the scapegoat in all cases.
