Merely announcing an anti-copying ordinance won’t help, said Uttarakhand Congress said on Friday demanding a thorough probe into the recruitment scams by the Central Bureau of Investigation CBI.

Congress state president Karan Mahara said that merely announcing an anti-copying ordinance won’t help unless the government addresses the root causes of the issue.
“Both Congress and unemployed youth want a CBI probe and thorough probe into the functioning of the recruitment agencies before conducting the examinations,” said Mahara, adding, “Instead of letting the situation become ugly, the state government should have accepted the demands of the unemployed youth. Why is the government waiting for things to turn worse, then only they will awaken.”

To ensure transparency and fairness in competitive examinations, the Uttarakhand government on Thursday approved the Uttarakhand Competitive Examination (Measures for Prevention and Prevention of Unfair Means in Recruitment) Ordinance 2023, with the provision of life imprisonment and a fine up to ₹ 10 crore for violators. The ordinance has been sent to the governor Lt Gen (retd) Gurmit Singh for approval, said a statement issued by the state government.
The offences under this proposed legislation will be cognisable, non-bailable and non-compoundable.
The development followed massive day-long protests by unemployed youth in Dehradun, during which protesters blocked the road and over a dozen cops were injured in stone pelting and some vehicles and shops were damaged.
The ordinance aims to prevent the use of unfair means in recruitment examinations in the state, making it a cognizable and non-bailable offence.
Strict provisions have been made against the culprits in this ordinance, according to which: The proposed legislation has a provision of life imprisonment and a fine of up to ₹10 crores if any person, printing press, service provider organisation, management system, or coaching institute is found involved in unfair means in recruitment examinations.
If a person conspires with an organisation conducting examinations, then provision has been made for punishment up to life imprisonment and a fine of up to ₹ 10 crores.
If any candidate is found using unfair means, provision has been made to debar him for two to five years from the date of filing of the charge sheet and in case of conviction, the candidate will be debarred from all competitive examinations for ten years.
If a candidate is found using unfair means again, a provision has been made to debar him/her from all competitive examinations for five to ten years or for life.

Under the proposed legislation, a provision has been made to attach the properties acquired by using unfair means chief minister Pushkar Singh Dhami told reporters at the secretariat, “We want the best for the students at any cost. That’s why the state government immediately cancelled all the examinations in which irregularities were found and declared new dates.”
The CM said the state government is promulgating an anti-copy ordinance. He said that he has approved the ordinance and the same was forwarded to the governor for approval. Further, all the examinations that will be held now will be held when this ordinance comes into force, the CM said.
“We want to tell our students, sons and daughters that all the examinations will be transparent. So do not trust any rumours, focus on the preparation for examinations, which will be conducted fairly and transparently,” he said.
Manveer Singh Chouhan, Bharatiya Janata Party (BJP) state media in charge said Congress wants to politicise the issue by making youth their pawns. “The kind of incidents that happened yesterday, the youth of our state cannot do such things. It is a conspiracy of the Opposition, who are instigating the youth. We appeal to the youth to keep faith in Chief Minister Pushkar Singh Dhami and not get influenced by anyone, especially those with vested political interests.”
Two cases of rioting and attempt to murder were registered against 39 people in Dehradun late on Thursday for alleged stone pelting and violence during a protest under the banner of Uttarakhand Berozgaar Sangh against irregularities in recruitments.
