Delhi chief secretary takes charge, asks HoDs to set goals, timelines

New Delhi: Naresh Kumar, who took over as the Delhi chief secretary on Thursday, has asked heads of the departments (HoDs) to submit goals and timelines before April 25 for him to monitor them.

Kumar held a 30-minute meeting with top bureaucrats after taking over on and said his office will directly monitor the implementation of plans to achieve the goals and timelines.

“The chief secretary’s office will be directly monitoring the implementation of plans on ground to achieve the decided goals and timelines set by the departments. All officers are requested to strictly adhere to the timelines and goals,” Kumar told HT.

An official said the departments have been asked to submit details of the ongoing projects or schemes, including Budget announcements and proposals carried forward from the previous year, along with timelines for their implementation or completion.

The Information Technology department has been asked to develop a dashboard to help monitor the status and the progress of the important and urgent projects.

The departments have been asked to categorise the ongoing works, schemes, and projects into categories such as “important and urgent for citizens”, “important but not urgent for citizens”, and “neither important nor urgent for citizens”.

The departments have to submit separate details for each category. Each department has been asked to submit presentations covering what is being done or proposed to be done, why it is being done or proposed to be done, timelines, issues and challenges, and the way forward. The five points have to cover details such as ongoing works, projects and schemes, decisions of the Cabinet, details of services and schemes being offered, details of citizens charter, projects in the pipeline, important litigation matters, major challenges, problems, issues, including environmental threats, details of major inter-departmental pending issues, and present status of Covid-19 and level of readiness, according to documents HT has seen.

One of the documents said a schedule will be issued shortly about the dates and time when the departments will have to make presentations. Officials have also been asked to submit annual work plans with timelines for their annual performance appraisal.
