NEW DELHI: Delhi Commission for Women chief Swati Maliwal has written to home minister Rajnath Singh, stating that Delhi, termed as the rape capital of the country, is now also its ‘stalking’ capital.

Mentioning recent incidents of crime against women, Maliwal said that in Delhi, justice is often delayed due to the high pendency of cases and delays in investigation and forensic reports.

She said it created an atmosphere in Delhi where criminals have no fear of the system.

“Delhi is now not just the rape capital but also the stalking capital. A 23 year old who was burnt alive by 16 people because she said no to sexual advances of one of them. The girl is battling for her life in a hospital and has suffered 95% burns,” she said in the letter. Maliwal reiterated her demand for the constitution of high-level committees on women safety and the re-notification of the Special Task Force on women safety and the thana level committees.

She said there is a high rate of pendency in forensic laboratories. “The lack of sufficient number of fast track courts has also lead to high pendency in the courts. Moreover adequate amount of land has not been allocated for the purpose of construction of courts which further impediments timely disposal of cases,” the letter said.
