19 advisors under scanner for poor performance
A CBI probe into alleged irregularities in the appointment of officials has led it to 19 advisors/consultants whose work was found to be unsatisfactory during the Games. The CBI is scrutinising documents related to the tenure terms, fees and performance indicators of these advisors/consultants. In October 2011, the agency had lodged a preliminary enquiry over suspected irregularities in their appointments.
“There are indications that these officials were arbitrarily hired by the OC without following the due procedure on fixed payment terms or honourary basis,” said the source. The suspected advisors/consultants were to work for OC’s Functional Areas (FA).
These FAs entailed specific responsibilities related to the conduct of the sporting event held in October 2010 in Delhi. “But these consultants/advisors were hired without the sanction or approval of the FA heads,” said the source.
The CBI began probing the alleged irregularities on the basis of several complaints it had received. Some of these complaints had been forwarded to it by the Central Vigilance Commission.
Among these advisors/consultants, five were attached to the Communication FA. The others were from FAs including the Queen’s Baton Relay (QBR) and Ticketing.
The agency is already probing irregularities in the issuance of contracts related to the QBR event in October 2009. These contracts had been awarded for the installation of three video screens near the Buckingham Palace and for making provisions of logistics including transport.
A CBI probe has also taken in its scanner alleged irregularities in ticketing management that allegedly resulted in the loss of Rs 61 crore to the state exchequer.
Nearly 51% of the total 11.4 lakh printed tickets had been designated as non-revenue or free tickets, of which around 47% had been complimentary.
