Delhi labour minister Ramakant Goswami on Thursday said placement agencies would not be allowed to function without registration under the Shops and Establishment Act.
Agencies would have to face stringent punishment for non-registration, the amount of fine is also expected to increase substantially and the department also proposes to inspect such agencies at regular intervals.
The department has been receiving various complaints against such agencies.
