The letter - written by party president Nitin Gadkari to the panel looking into laws on rape - also recommends that changes be proposed in the Juvenile Justice Act, 2000, to change the definition of juvenile to a person "who has not completed 16 years of age". The party has rejected the idea of chemical castration.
