CBI trains guns on Shunglu report

A day after Hindustan Times reported how the different CBI investigations into the conduct of the 2010 Commonwealth Games (CWG) were heading nowhere, the investigation agency on Thursday blamed inadequacies in the report of the high-level Shunglu Committee, constituted by the government to look into the games irregularities, for the collapse.

After the games got over, former comptroller and auditor general VK Shunglu had reviewed the conduct of the mega event. HT had reported on Thursday that many probes were on the verge of closing down.

"We registered FIRs, mainly on the basis of the report submitted by the Shunglu Committee. When we probed the issue raised by the committee, it was found that in most of the CWG projects there were procedural violations, but not with any criminal intent. And the cost of projects went spiral because everything happened at the last minute. If the officers had then followed procedures, it would have been impossible to complete projects. It seems that the Shunglu committee report was prepared in haste without giving chance to executing agencies to give their clarifications," said a CBI official on the condition of anonymity.

The CBI's view is quite similar to the stand taken by the Delhi government on the Shunglu committee. The Delhi government had also criticised the committee for drawing conclusions without adequate support of facts.

"We don't want to put any official behind bars just because in a hurry to complete the project, he violated a few procedures without indulging in corrupt practices," the CBI official echoed the stand taken by the Sheila Dikshit's government.

"For ensuring fare and impartial investigation, view-points of the executing agencies are essentially needed before reaching a final conclusion," said Central Bureau of Investigation spokesperson Dharini Mishra.
