With less than a year left for assembly elections, the ruling Congress has initiated the exercise to find the best possible candidate on each seat.


The central leadership on Thursday said it will soon appoint 'observers' for all 70 assembly seats in the Capital.

Congress general secretary and in-charge for Delhi Chaudhary Birender Singh said the observers will be appointed to "assess the ground reality" and "galvanise Congress workers at the grassroot level" and will be from different states to give a fair assessment.

The elections will take place in November this year.

The announcement for appointment of observers, however, has come just four days after Delhi state president and MP from northeast Delhi Jai Prakash Aggarwal appointed observers for each of the 70 assembly segments and 14 districts in the city.

Sources said the move once again exposes the growing rift between the state party leadership and the state government, which enjoys the support of the central leadership.

Sources said Aggarwal has several times in the past complained to the central leadership about how the Delhi government has been ignoring him. "It is my right to appoint observers," he said.

Singh, however, said the central leadership has its own mechanism.
