Speaking on the floor of the House, Dikshit said the government had communicated to the Delhi chief secretary and to the special advisor on Commonwealth Games in March 2008 that "award of contract and tendering was to be done by the engineers and senior officers and the Cabinet had nothing to do with it".

Blaming the Opposition for misguiding people of Delhi, Dikshit said the deputy comptroller and auditor general had categorically said in her press conference early this month that the chief minister "had not been indicted at all".

"It is because of the frustration of losing three consecutive assembly elections and Parliamentary elections that the Opposition was maligning the government. Their allegations are far from the truth. If they (BJP) continue to make baseless allegations they will face similar fate in 2013 elections," Dikshit said.

The day two of the Assembly began on a stormy note yet again as the BJP MLAs demanded a discussion on CAG report on irregularities in the CWG games.

They were soon marshalled out as they continued to disrupt the proceedings and repeatedly trooped into the well of the House.

Giving a suo moto statement in the House, Dikshit said the leader of the opposition in the House (VK Malhotra), who as associated with the organising committee in capacity of its vice-chairman, was "equally responsible" for lapses in the OC like its the then chairman (Suresh Kalmadi).

Malhotra, however, called Dikshit's statement of comparing him with Kalmadi "unfortunate and horrible".

After Dikshit, Delhi transport minister Arvinder Singh launched a tirade on the BJP and blamed it for confusing the House and the people of Delhi. Calling their demand of a debate on CAG report "unconstitutional", Singh said the members of the Assembly couldn't even quote paragraphs from the CAG report.

"It is unfortunate that Shri VK Malhotra who has been one of the longest serving chairmen of the public accounts committee is insisting on a discussion on the CAG report when he knows that the report has not even been discussed in the Parliament. It appears that he is feigning ignorance of the rules and procedures to politicise the issue and to mislead the House," Singh said.
