The Enforcement Directorate (ED) has issued an international alert for the detention of the former Indian Premier League (IPL) chairman for alleged foreign exchange violations.

The ‘Light Blue Alert Notice’ issued by ED’s Mumbai office earlier this month tells law enforcement agencies across the world that “Modi be detained as and when noticed” and that the ED be informed immediately. The notice, issued with the concurrence of Interpol (International Police), bears Modi’s photograph, passport number and other details.

The notice aims to gather information about Modi’s whereabouts and activities, which aren’t known to the agency as he is abroad, sources said.

The notice says Modi “has been allegedly involved in serious contraventions of the Foreign Exchange Management Act, 1999 in connection with IPL”.

It says he “is suspected to have fraudulently acquired substantial foreign exchange outside India by misusing his position as Chairman, IPL”.

It also states that Modi has ignored the ED's summons. “By non-compliance of the summons, he is stalling the investigation being conducted by the ED.”

Once such an alert is issued against an individual by a law enforcement agency in India, counterpart agencies in any foreign land can intercept and question the person who has been flagged, the sources said.

Modi’s lawyer, Mehmood Abidi, termed the issuance of the notice an “extreme step” normally taken for “hardened criminals”.

He said: “Mr Modi has been cooperating with Enforcement Directorate authorities. All the summons that have been issued have been duly and properly replied to. All the documents which have been called for have been provided.”
