It asked the governments to give details about the bottlenecks in the two proposed peripheral expressways coming up around Delhi to decongest the Capital.

The order was passed after amicus curie Harish Salve informed the bench headed by Chief Justice K G Balakrishanan that just 15 per cent of the work had been done till now.

Even after awarding of the contracts to the contractors, negligible progress had been made, Salve said, adding "around 1.2 million vehicles per day were killing the city. Only 10.6 percent work has been done against the target of 61 percent to date. Even the banks have withdrawn finances for the project."
