In a representation to the poll watchdog, he alleged that BJP is soliciting votes for Feb 7 elections in Delhi through e-papers which is barred under Section 126 of the Representation of the People Act, 1951.

To press his argument, he quoted clause B of Election Commission notification of October 25, 2013 which stipulates that "Instructions of the Commission contained in its order...shall also apply mutatis mutandis (necessary changes having been made) to websites and shall fall under the purview of pre-certification."

"...it is clear that provisions of RP Act and other guidelines of model code of conduct are being blatantly violated by BJP and voters of Delhi are being influenced through such unlawful advertisements on various e-papers...," he said.

Govindacharya, who has held various positions in BJP before getting estranged, demanded blocking all such web pages displaying the advertisements.

He also demanded penal action against the candidates and parties for violations.
