The minimum temperature was recorded at 4.7 degree Celsius, two degrees below normal, but as the day progressed, the maximum rose to 15.6 degree Celsius.
Sunday was the coldest day in the past five years with the maximum sliding to 11 degrees, 10 degrees below normal.
The Met department has predicted a slightly warmer day on Tuesday.
"The temperature is expected to be between seven and 17 degrees Celsius. However, due to the wind chill factor, the minimum is likely to be around 5 degrees Celsius. Mist or shallow fog will also be there in the morning," said the weatherman.
"Today was so much better than Sunday. The sun came out after a long time. It felt good being outside home for a change," said Rekha Kainth, a resident of Rohini.
Though the temperatures were up from Sunday, the icy winds, at nine km per hour, created trouble for citizens in the morning.
"Though there was no fog in the morning, the ice-cold winds made it impossible to get out of the house. It is a mercy that the children don't have to go to school in the morning," said Vikram Naik, resident of Saket.
Low temperatures, coupled with icy winds from the Himalayas have made life difficult for people, with the Capital recording 14 cold-related deaths since last month.
