"Navy has instituted an inquiry to investigate into the conduct of Commodore Sukhjinder Singh who had served as Warship Production Superintendent to oversee the repair and modernisation of the ship Admiral Gorshkov at Severodvinsk, Russia," Defence Minister A K Antony said in reply to a question in the Lok Sabha.

The Board of Inquiry was initiated last month by the Navy after a CD purportedly containing objectionable pictures of Singh with a Russian women were received by the Navy headquarters in New Delhi.

Commodore Singh was posted as the Indian warship production superintendent overseeing Gorshkov's refit in Russia from 2005 to 2007.

Even after returning to India, he remained connected with the programme as the principal director (aircraft carrier project) at Navy headquarters till mid-2009.

Answering another query, Antony said Defence Ministry had accorded permission for grant of lease of 6.5 acres of defence land for construction of office complex of Institute of Defence Studies and Analyses (IDSA) for an initial term of 30 years.
