The direction was issued by the registrar general of the high court through a circular. It follows a July 2012 order by the high court to reduce pendency of cases in subordinate courts.

The circular, addressed to all district and sessions judges, said, “I request you to kindly ask the judicial officers under your control to strictly follow instructions issued by this court for expeditious disposal of cases pending for more than five years."

The earlier drive was to make the judicial system 'five plus' free by the end of last year with a special focus on the disposal of cases of senior citizens, minors and the disabled.

The high court had asked the judicial officers to adopt measures felt appropriate for reducing pendency.
