A three-member bench of judges Arijit Pasayat, CK Thakkar and LC Panta also directed the MCD commissioner to file an affidavit as to why no sealing operation was being carried out in the Capital.

The bench passed the directions after taking a serious view of the submission made by amicus curaie (court officer) Ranjit Kumar's complaint that no sealing operation was being carried out in the city on account of the "collusion" between the MCD and the police missionary.

The bench also directed the Solicitor General G E Vahanvati to file a reply as to how the Centre intends to provide infrastructural facilities to meet the requirements of the 2021 Master Plan.
