Sonia Gandhi, Manmohan Singh to unveil UPA report card today

UPA chairperson Sonia Gandhi and Prime Minister Manmohan Singh will unveil the 'Report to the People' — UPA government's last annual self-assessment before hitting the next Lok Sabha polls — on Wednesday evening.

# Human Development
The first chapter of the report, Enabling Human Development, will give a comprehensive view of its social sector achievements, starting with the Right to Education Act. The report says “this legislation has far-reaching implications for elementary education for years to come”.

In the education sector, it will highlight the implementation of the mid-day meal scheme in 1.2 million schools and a spending of R395 crore on teacher’s education in 2012-13


# Health sector
The next will be the health sector. Apart from National Rural Health Mission, allocations for maternal and child health, the Report will speak about the National Tobacco Control Programme, especially the new rules guiding graphic warnings on tobacco products and the use of the media in publicising the health hazards of tobacco consumption.


# Reforms in medical education
The UPA will also highlight a major reform in medical education. The government amended the archaic Indian Medical Council Act in 2012, paving way for opening of 26 new medical colleges and an increase in the number of MBBS seats by 3895 and PG seats by 1443. Six AIIMS branches are also coming up.


#Food Security Bill
Social inclusion is likely to be the third chapter, with Food Security Bill topping the agenda.

The issues of economy have been highlighted as “economic consolidation”.

“Since May last year, the government has taken 42 major reforms measures in sphere of finance, banking, industry, infrastructure and taxation,” it reads.


# FDI
The UPA claims the climate for investment has improved. It would especially hard-sell the FDI in multi-brand retail as a “path-breaking” reform. Disinvestment has been termed as a “continuing measure of economic reforms”.


# Empowerment of women
Empowerment of women through various reforms initiated by the government will be highlighted in special chapters.


# Minority welfare
“An inclusive agenda for minorities” talks about measures taken for the welfare of minority communities. Apart from Prime Minister’s 15-point programme, improved access to education, bank loans, Waqf development and women empowerment will be the other highlights of this section.


#Rural development
A chapter titled ‘Rural Renewal’ highlights Bharat Nirman, the rural infrastructure building plan, and rural employment. Another chapter, Farmer’s Welfare, will highlight food security.

An amount of Rs. 3720 released under Backward Regions Grant Fund, the issues of governance and delivery of services, rural housing schemes, the proposed bill for street vendors, commemoration of birth anniversaries of Indian icons, committee for promotion of films are the features of the report card.
