The two were reportedly drunk and picked up a fight with the dhaba owner. The two have been identified as Sidhartha Singh and Kamal Singh.
"Both were drunk and picked up a fight with the people around including the dhaba owner. They also fired twice in the air," said a senior police officer. The incident was reported around 2am on Friday.
"We have registered a case under relevant sections and have also invoked sections under the Arms Act," said the officer. The police have detained the two men. The dhaba owner was rushed to AIIMS Trauma centre for medical attention.
Police said they have been sent to jail and their identity cards seized.
Haryana chief minister Bhupinder Singh Hooda, who also handles the home department, said, "I do not have any OSD of that name. They might be misusing my name."
Police said investigations were on and they could also invoke sections of impersonation to the present case. Police said they have also seized their car.
