Policing would be radicalised if the amendments in the Delhi Police Act 2010 are put in place by the government, reportedly by this year.
The act proposes to make stalking and making hoax calls punishable offences. Till now, such perpetrators had a free run, as there was no definite law to book them under.
One of the possible amendment states, “No person shall wilfully make crank telephone calls or stalk any person with the intent to create a sense of harassment, nuisance, injury or fear,” the draft of the Delhi Police Amendment Bill 2010, says.
The Bill proposes three months in jail or Rs 10,000 fine or both for people convicted for making hoax calls.
“Hoax calls being made a punishable offence have been long overdue. These calls take up the police’s time and energy and interfere with criminal cases since for the police, each call is important and needs to be taken to the logical end,” said T.R. Kakkar, former Delhi Police Commissioner.
The amendments will also change the way police stations and the officers there deal with the people.
There is a whole list of ‘social responsibilities of the police’ that are supposed to help the general public.
A new Section 60A in the already present Section 60 of the Principal Act states that every police officer has extend due courtesy while dealing with people.
They have to provide all possible assistance to victims of crime and road accidents. They have to prevent any sort of harassment of women, children and senior citizens at public places. Helping prevent social evils like female foeticide would be the part of police duties as well.
The amendments would also make it mandatory for police to provide legal assistance to people in police custody.
