When an OC is cancelled, all services—water, electricity, sewage connection—are withdrawn from the building.

Earlier on Saturday, a DTCP team had surveyed houses in Sushant Lok 1 and cancelled the OCs of nine houses as their owners had allegedly violated sanctioned plans. The action followed an inspection and survey of individual houses that were given OCs under the self-certification scheme, officials said.

“We surveyed of a number of houses and cancelled 39 OCs on the spot due to rule violations. We will initiate strict action not only against house owners but also architects for submitting false information under the self-certification scheme,” RS Bhath, district town planner, Gurugram, said, adding that misuse of the policy will not be allowed.

Officials said that apart from cancelling the OCs, the department was also contemplating taking penal action against the house owners to prevent further violations.

An OC is issued to the plot owners if the constructed building is in suitable condition for occupancy, and if the owner has followed the rules stipulated by the department.

Bhath said they carried out an inspection in DLF Phase 1 as the authority had received a number of complaints from there regarding violations of building plans and commercial activities in residential areas.

Bhath further said that action has been taken against house owners who had taken an OC for a residential building but rented their house out for commercial operations. In some cases, he said, the OC had been taken and changes made subsequently in violation of the sanctioned building plan. In some cases, the architect had submitted documents stating that the house had been completed under the self-certification policy, but on physical verification it was found that the structure was still incomplete.

On April 5, the department had decided to check all OCs issued to individual residential plots owners between January 1 and March 31. The objective was to check for digressions from the approved plans and whether changes had been made after the receipt of the OC.
