“Union Home Minister Amit Shah explicitly stated on the floor of the House that we are ready to hold discussions on the Manipur issue at length. However, the Opposition doesn’t want to let the discussion happen in the Parliament, and is trying to mislead by creating a ruckus,” says Union Minister Kaushal Kishore.

The bill to replace the ordinance for control of services in Delhi was introduced in Lok Sabha on Tuesday. The controversial bill aims to replace an ordinance that granted the Centre control over Delhi's bureaucrats, thereby overriding a Supreme Court ruling favouring the elected government's authority in transfers and appointments.

The bill empowers the Central Government to make rules in connection with the affairs of the Government of the National Capital Territory of Delhi including the functions, terms and other conditions of service of officers and employees.

The Centre on May 19 promulgated the Ordinance for control of services in Delhi. The ordinance was promulgated days after the Supreme Court order on the issue.

Vice-President and Chairman, of Rajya Sabha, Jagdeep Dhankhar interacted with the Leader of Opposition (Rajya Sabha), Mallikarjun Kharge, and senior leader, Sharad Pawar Ji in his chamber at Parliament House today.

"They (opposition) should also speak about their behaviour. The government has always called them for discussion but they are not ready," says BJP MP Ravi Kishan on Parliament deadlock over Manipur issue.

"When Rajya Sabha Chairman said that we've admitted the notice for discussion on Manipur and called names for the same, we started speaking but then they (opposition) made excuse quoting rule. It means that they are just giving excuses and are not interested in having discussions. Secondly, Lok Sabha will observe an important bill regarding Delhi (NCT) so that would be discussed today. In Rajya Sabha we have three bills in the pipeline," says Union Minister Arjun Ram Meghwal.

Opposition walked out of Rajya Sabha on Wednesday minutes after discussion on Manipur issue under rule 267 is not taken up.

Rajya Sabha Chair Jagdeep Dhankhar says he is 'surprised' by LoP demanding PM's addressal, “You (LoP) are not being well advised. I cannot and shall not give the direction.”

"We are demanding a simple thing that the PM of the country should come to the floor of the House and make a statement (on Manipur)," says CPI MP P Santhosh Kumar.

"The government has said this repeatedly that it is ready for discussion over every issue, including Manipur. But the opposition is not ready, and they want to disrupt (the proceedings). I appeal to them to come and discuss issues inside Parliament rather than disrupting," says Union minister Rajeev Chandrasekhar on opposition's protest in Parliament.

“It is not fair to introduce that (Delhi services) Bill in the House on two aspects - one, it is subjudice as the matter is under the consideration of the Supreme Court. Secondly, after admitting a No Confidence Motion in Parliament, no legislation should be made before the disposal of motion,” says CPI(M) leader Elamaram Kareem on Delhi services bill.

Meeting of like-minded Opposition floor leaders underway at the Rajya Sabha LoP chamber in Parliament to discuss the strategy for the floor of the House. Sharad Pawar and Farooq Abdullah also present in the meeting.

Union Minister Anurag Thakur says, "Opposition leaders are not ready to discuss on the Manipur issue, they are not taking part in the Parliament discussion. They are just running away from it, they don't take the Parliament seriously. Opposition can go to Manipur but they cannot go to West Bengal or Rajasthan."

He added, “Nothing will happen from opposing the bills that are being introduced. Instead, they (the opposition) should come to the Parliament and take part in the discussions. They will get to know a lot of things from this.”

AAP Rajya Sabha MP Raghav Chadha on BJD and YSRCP to support Delhi Services Bill in Parliament. "They (BJP & YSRCP) must have taken this decision due to some compulsions...Those who will support this bill will be remembered as anti-national...We will fight to save the Constitution of India," he says.

AAP MPs Sanjeev Arora and Sushil Gupta gave notice under rule 176 in Rajya Sabha on Wednesday to raise a discussion for a short duration on the violence that erupted in the Nuh area and later spread to Gurgaon, resulting in the loss of lives in the security personnel and injuries to many others, loss of property, suspension of internet services.

Parliamentary Affairs Minister Pralhad Joshi is to move the Mines and Minerals (Development and Regulation) Amendment Bill, 2023 in the Rajya Sabha today for its consideration and passage to amend the Mines and Minerals (Development and Regulation) Act, 1957. The Bill was earlier passed by the Lok Sabha.

Congress MP Manish Tewari gave Adjournment Motion Notice in Lok Sabha on Wednesday, demanding to discuss border situation with China.

Congress MP Manickam Tagore also submitted Adjournment Motion Notice in Lok Sabha, demanding discussion on the condition of the Central Universities in which the representation of OBCs in the professor and associate professor categories is lower than that of the SCs.

AAP leader and Delhi minister Saurabh Bharadwaj says, "There are several parties which have been helping BJP in the Parliament. These parties are BJD, YSRCP and many others, all these parties have their own politics. But whenever BJP will get the chance to break their (BJD, YSRCP) party and make its govt, BJP will not miss the chance to do so.
