JKPCC President Peerzada Mohammad Sayeed, who presided over the function, described Gandhi as a symbol of "secularism, sacrifice and social justice".
"Her qualities of leadership and value-based politics has given new strength to the Congress party and democracy in the country," he said.
The eleven visits she has made to the state in the last three years and her support for peace moves in Kashmir reflect the special place people in Jammu and Kashmir have in her heart, he said.
Several state Congress leaders, including ministers and legislators, were present on the occasion.
