"A notice has been issued to BSP candidate Naresh Agarwal for his alleged remarks on March 24. He had been asked to submit his explanation by April 8 evening," Additional Chief Electoral Officer Amrit Abhijat told reporters in Lucknow.

He said the district magistrate had sent a report, including transcript of the speech and the CD on March 26, which was forwarded to the EC on March 28.

Agarwal, during an election meeting held at Dumiri village in Etah district, allegedly threatened the voters and used derogatory remarks against a sub-inspector.

The Commission in its notice stated that it considered such threats as an offence under section 171 (C) of the IPC and an obstacle in the conduct of free and fair election.
