However, road rules, that do not permit overloading a motor vehicle, do not apply to manually operated vehicles like rickshaw, bicycle, handcart and bullock cart. Taking advantage of the loophole in the law, one is free to carry as much luggage or goods on his manually operated vehicle as his physical strength allows him, even if it means risking his own life on busy roads.

One can see a cyclist carrying huge number of bags or milk containers on his bicycle to be delivered to the dealers at distant places. And they have no difficulty in crossing wide open roads or getting into highly congested streets.

However, overloaded manually operated vehicles not only pose threat to the driver but also to other road users.

Traffic constables at the crossing also feel helpless to take any action against the drivers of such overloaded manually operated vehicles for want of specific law.

The cycle has become the easiest mode of transport for carrying out commercial activities in the city.
