KMC inquiry hits roadblock

UNAVAILABILITY OF bank statements and recording of chief accountant officer statement have brought the inquiry into alleged misappropriation of Rs 7.51 crore at the Kanpur Municipal Corporation (KMC) toa standstill.

KMC administrator and District Magistrate Deepak Kumar had asked additional municipal commissioner I (AMC-I) Raghvendra Vikram Singh to probe into the alleged irregularities following complaints by the employees’ union leaders about misuse of State Finance Commission funds meant for salaries. The DM also directed the AMC-I to submit his report latest by February 25.

According to employees’ leaders, due to irregularities, the KMC staff had not got their salaries for the last three months. According to sources, the inquiry could not move ahead following non-availability of bank’s statement of OD account, salary and contractor’s account. All the three accounts were at Allahabad Bank, Swaroop Nagar branch.

The sources also said a letter was sent to bank manager on Thursday asking him to send statements at the earliest.

It may be mentioned that Singh was probing into the allegation even before he was appointed the inquiry officer by the DM. Earlier inquiry was initiated by Municipal Commissioner Arvind Singh after complaints regarding misappropriation of Rs 7.51 crore were received. According to sources, even at that time, the AMC-I had written two letters to the manager of the Allahabad Bank asking him to ensure availability of statements of the three KMC accounts. Moreover, chief accountant officer PN Singh has not yet appeared in person for recording of his statement. The AMC-I had directed the chief account officer to be present on February 14 for recording of his statement, however, he did not appear.
