Despite knowing this, the NSCN(IM) leaders were still demanding sovereignty in the negotiations, Singh, a former foreign secretary, said.
Addressing the inaugural session of a four-day workshop on women's leadership in Itanagar, the Governor said that the problems of states like Arunachal Pradesh in the Northeast remained unsolved because they remained socially isolated from the mainstream.
He said that during his last visit to Tirap and Changlang, two Arunachal districts adjoining Nagaland, declared as disturbed area due to the activities of both factions of the NSCN, he had told the people that "the militant problem, like a bad dream, would go away some day".
