The Lok Sabha has already adopted the motion.

Moving the motion in the Rajya Sabha, Law Minister HR Bhardwaj said the JPC would submit its report in the Winter Session of Parliament.

It would consist of 15 members -- ten to be nominated from the Lower House, including the Chairperson, and five from the Upper House.

The motion was adopted with ease as there was no opposition. BJP member Kalraj Mishra said they had already demanded it and it should have been formed much earlier.
