During 1972-95 he became a member of the Manipur Legislative Assembly followed by a stint as the member of the Public Accounts Committee between 1972 and 1974. He later became the Deputy Speaker of the Manipur Legislative Assembly and the Minister of State, Industry, Food and Civil Supplies, Labour and Employment, Irrigation and Flood Control, Manipur.

Between 1980 and 1984 he was the general secretary of the Pradesh Congress Committee (I) of Manipur and between 1980-94, he was the Cabinet Minister for Sports, Forests and Fisheries. For seven years since 1990 he remained the member of the All India Congress Committee (Indira) [AICC (I)] and in 1994 his career took a quick leap in 1994 when he became the Deputy Chief Minister of Manipur.

He was elected to the 11th Lok Sabha in 1996. He then became member of the committees of communications and also a member of the consultative committee of the Ministry of Industry. In 1997 he became the working president of the Congress Party of Manipur. He was re-elected to the 12th Lok Sabha in 1998 and then became member of the Committee on Energy and its Sub-Committee-IonPower. Later he also became Member of the Consultative Committee of the Ministry of Railways.

He was re-elected to the 13th Lok Sabha for the third term in 1999 before becoming the leader of the Manipur State Congress Party of the Lok Sabha. In 1999 he was elected Union Minister of State, Culture and Youth Affairs while in 2000 he was given the portfolio of Sports in addition to the rest.
