DID LUCKNOW University authorities forget to hold the ‘annual’ academic council meeting during 2005, or was it a deliberate miss to focus more on petty campus issues?
The varsity is holding the academic council meeting after a gap of over two years. Last council meeting took place on February 25, 2004 and now it will be held on May 2, 2006. But why such delay? Under the regime of present V-C RP Singh this is for the first time that the academic council meeting has been convened.
The UP State Universities Act 1973 categorically states that the council is ‘responsible for the maintenance of standard of education and research carried on or imparted in the university.’ As per the Act, the academic council ‘may even advise the Executive Council on all academic matters, including matters relating to examinations conducted by the LU’.
Former LU V-C MS Sodha says it’s a “lapse on the part of the LU as academic council should ideally meet once in a year to dispense all academic related issues. Yet another former LU V-C RR Verma described this lapse as “extremely serious.”
Verma says: “Since it deals will academic matters it is imperative that it must meet at regular interval so that a consensus be evolved on academic issues. But since it do not take place at regular interval it means the V-C does make use of his discretionary (emergency) powers to settle academic related matters which is shameful.”
The varsity officials, however, said that there is no deliberate attempt on their part for not convening the AC meeting. Talking to HT Lucknow Live, RS Yadav, the Pro V-C said, “Its true that we’ve not been able to hold the AC meeting. But now onwards efforts would be made to hold the AC meeting atleast after a gap of six months.”
Yet another official argue that since Act does not mention it specifically whether it should be called once or twice in a year. Hence there is no reason why there should be hue and cry over the issue. He added that holding the meeting of academic council means drain of varsity exchequer. Hence AC is called only when there is an important academic matter before LU.
However, senior faculty members are annoyed with the fact that LU V-C RP Singh is (mis)using the special power bestowed on him. They alleged that several new courses have been introduced without academic council’s ratification. These teachers alleged that when there is a special body meant exclusively for academic purposes, V-C should desist from using the special power at every now and then.
Among other issues that would be taken up for discussions includes the contentious matter of trifurcation of Arts faculty. Though already this academic matter has been tabled at the EC meeting last year but it would be taken up for discussion now. Questions are now being raised over this anomaly from various quarters.
