Led by city unit president Devendra Singh Tadav, the youth Congress workers submitted the memorandum to additional commissioner Renu Pant.
The memorandum alleged Tandon had organised the function without any legal permission and it aimed at influencing voters during the polls in Lucknow from where Vajpayee is seeking re-election.
The memorandum demanded a thorough probe into the incident and arrest of Tandon and other organisers over alleged violation of the model code of conduct.
At least 25 women and children were killed in the stampede during a function organised to distribute sarees on the occasion of birthday of Tandon.
