Colleges may lose affiliation under new edu policy norms

MUMBAI: The National Education Policy (NEP) 2016 mandates that every university should have no more than 100 affiliated colleges and those with more than 100 colleges will be restructured. The University of Mumbai has about 740 affiliated colleges.
“Restructuring will mean hundreds of colleges will lose MU affiliation, which most colleges will oppose,” said T Shiware, chairman of Non-Government College Principals.
Chaired by former cabinet secretary TSR Subramanian, a draft of the NEP was put up on the website of the Ministry of Human Resource Development (MHRD) on Saturday.
To prevent outsiders and those who have ceased to be students from playing an active role in student politics and disrupting academic activities in higher education institutes, a study will be conducted, says a draft version of the NEP 2016.
Though the policy talks about encouraging student unions on campus for ‘furthering the interests of democracy’, it also suggests blocking the entry of ‘outsiders’ to campuses, and preventing students from staying in campus hostels and using the institute’s facilities longer than their course requires.
“It has been observed that disruptive activities on a campus are led by outsiders and students who remain enrolled for longer than mandated,” states the policy.
Against the backdrop of student unrest at Jawaharlal Nehru University (JNU), University of Hyderabad (UoH) and Aligarh Muslim University, the policy comes as a message to those showing solidarity with student unions across the country.
“In JNU or UoH, students have only been part of peaceful protests. Disruptions took place because of the police or other government machinery,” said a research scholar from the Tata Institute of Social Studies (TISS) in Deonar, requesting anonymity.
The draft will be open for suggestions till July 31.
The draft focuses on the introduction of multidisciplinary courses, collaboration with foreign universities, regular evaluation of institutes and assessment of teachers’ academic performance.
It recommends the involvement of industry experts and alumni on the governing bodies of higher education institutes.
