The civic body’s plan to provide homebuyers with proof that a new building is legitimate has been delayed by at least three months, if not more.
In the wake of the Campa Cola housing society controversy, the Brihanmumbai Municipal Corporation (BMC) had started looking for ways to help people find out the legal status of property.
Its solution was to issue ‘legality certificates’ for new constructions to prospective buyers.
The BMC had made the announcement in May, saying it would be able set the plan rolling in a few months.
But it could now take up to six months more.
The civic body is still working on the software that will create the certificates, which will detail permissions in place for a flat, such as area allowed and whether the building has an occupation certificate (OC) or not, among others.
“The idea is that the certificate will be able to tell the homebuyer everything related to the legal status. Not many find it easy to go through approved plans and other documents to find out whether the building has got all the clearances,” said additional municipal commissioner Mohan Adtani.
Currently, the BMC has no simple mechanism to provide such information. “Right now, people have to file an RTI application, after which they get the building's approved plans.
These can be deciphered by an architect, but it is difficult for a layman to do so,” said a civic official from the building proposal department.
Adtani said the civic body is now in the process of devising the software that can help issue these certificates. “We will feed in the building's plans and papers, after which the software will provide the certificates on request,” he added.
Civic officials said the information will be available to anyone who applies, at a fee that the BMC has not decided on yet.
