City transport expert Arun Mokashi will lead Yemeni and Indian engineers to assist the Yemeni government in a proposed highway capacity building project.

Mokashi, a transport advisor in Mumbai and a former World Bank transport specialist, will prepare a plan to upgrade the expertise of the Yemeni Ministry of Public Works and Highways in

the lines of the National Highways Authority of India (NHAI).

“The most outstanding feature of the Indian road reform process is the establishment of the implementing body, the NHAI, which is separate from the policy-making organisation, the Ministry of Surface Transport,” said Mokashi.

“At the state level, the Maharashtra State Road Development Corporation is a similar body as compared to the Public Works Department which is a policy-level organisation.”

“Policy organisations must function as managers of infrastructure development process by rising above the confines of engineering. Road users paying soaring toll amount and fuel levies will most certainly demand enhanced accountability from them,” added Mokashi.
